 Appointments to Committees and Outside Bodies

Report of the Assistant Chief Executive Legal and Democratic Services

1.0	PURPOSE OF REPORT
1.1	To enable appointments to Committees and Outside Bodies to be considered.

2.0       VACANCIES TO BE APPOINTED TO BY POLITICAL GROUPS

2.1 Corporate and Partnerships Overview and Scrutiny Committee

Councillor Tony Randerson to be appointed to the vacant unaffiliated independents seat.

2.2       Police Fire and Crime Panel

Councillor David Chance to be appointed as substitute for the Conservatives and Independents.

2.3       Selby and Ainsty Area Constituency Planning Committee

Councillor Mark Crane to come off the committee and Councillor Karl Arthur to be appointed.

2.4       Scarborough and Whitby Area Constituency Planning Committee

Councillor Heather Phillips to come of the committee and Councillor Derek Bastiman to be appointed.

2.5       General Licensing and Registration Committee, including the Sub-Committee

Councillor Paul Haslam to come off the committee following his change from being a Conservative councillor to being unaffiliated independent.

2 x Conservative and Independents vacancy – to be appointed to

Councillor Mike Jordan to be appointed to the vacant North Yorkshire Independent seat.

2.6       Statutory Licensing

1 x Liberal Democrat and Liberal vacancy – to be appointed to

1 x North Yorkshire Independent vacancy – to be appointed to.

2.7       Employment Appeals Committee

1 x Liberal Democrats and Liberals vacancy – to be appointed to.

2.8       Care and Independence Overview and Scrutiny Committee

Councillor Tony Randerson (unaffiliated independent) to be appointed to the North Yorkshire Independent vacancy.

2.9       Scrutiny of Health

Councillor Michelle Donohue-Moncrieff (unaffiliated independent) to be appointed to the North Yorkshire Independent vacancy.

2.10     Strategic Planning

1 x North Yorkshire Independent vacancy – Cllr Cattanach to be appointed.

3.0       APPOINTMENTS TO CHAMPION ROLES

3.1       Member Champions are elected Members who act as an advocate or spokesperson for a

specific area of the Council’s business. Member Champions are appointed by Council.  A request has been received from the Leader to review the current appointment to the role of Member Champion for Climate Change, a position that is currently held by Councillor Paul Haslam.

4.0       APPOINTMENTS TO THE MAYORAL COMBINED AUTHORITY

4.1       Audit and Governance Committee

Councillor Arnold Warneken to come off the committee and Councillor Clive Pearson to be appointed.

4.2       Overview and Scrutiny Committee

Councillor Clive Pearson to come off the committee and Councillor Arnold Warneken to be appointed.

4.3       Business Committee

Nominations to the Business Committee will be confirmed at the meeting of Council.

5.0       IMPLICATIONS

5.1       There are no equalities, finance, legal or climate change implications arising from the recommendations in this report.

6.0       REASONS FOR RECOMMENDATIONS

6.1       The appointments are to be made by Council as per the Council’s Constitution.

7.0	Recommendation
7.1	That the Council confirms the appointments to current vacancies on the committees, as per sections 2.0, 3.0 and 4.0 of the report, as nominated by the political groups.
